It's a saying reflecting the development of the last few thousand years, in which 'culture' is igradually 'modifying' biological/psychological, i.e. 'natural' givens that predominated since the dawn of our species...

There should be some interesting stories from these...I remember girlfriends who worked in the local town telling me that the job paid for their stockings and that was about all. and that was book keeping/ typing work.
