I have always thought that "lights off" for all at a certain planned hour is an open invite to certain social undesirables, but it should not be so, and is much more extreme than I had realized.

I was just looking at the Earth Hour Internet site yesterday and thinking what a good thing it is. I guess in some ways (this one in particular) it is not so good.
