For thousands of years Afghan has been invaded. The people just disappear into the mountains and that part of Pakistan which was really part of the Afghan tribes; then sneak out to kill off a few of those who have invaded.
When the invaders became tired of it all and go home, the tribal people come back. Kill off those that got along with their conquerors and life went on until the next time.
What made Russia and then the USA alliance think that they could achieve the impossible unless they flatten the region with a Nuclear device.
