I say no. It can be quite a hassle for those not keen on dogs.

no and if they choose to own a dog they should clean up after them and properly dispose of the bag instead of throwing over a fence or leaving it

Not in this day and age Bill. I remember when they just roamed the streets over here, but everyone carries a little do do bag when the walk the dog on a lead of course.
