They just ARE. It's one of the hardest things I have to deal with every freakin day. So many times, I just want to say, "if you didn't wait so g-damned long, your pet would probably have made it." but I can't. Well, I usually won't.
It's just hard when people don't use common sense. If ANYONE (human OR animal) consumed a big piece of fabric (pantyhose, underware, a rag, or ANYTHING else that BUNCHES UP) one would hopefully be smart enough to KNOW that if it ain't being passed, it's stuck! DUH!!!!!!!!!!! 
Scarily enough, some of these idiots HAVE CHILDREN!!! OY!
