I am fine with its existence. It makes sense for when catchers just let it happen towards the end.

I'm not entirely sure. On the one hand, since the catcher makes no effort to make a throw, depending on the inning and the score, the rule should stand as is. But then again, a stolen base is a stolen base! It's not the runner's fault if the catcher decides not to make a throw! That's a tough one to consider definitively one way or the other . . .
