Yes it is very rude....I know people who do that without batting an eye or offering an apology...I wouldn't bother to accept next time. My time is just as important as his/hers!

I guess the first word that often comes to mind over situations like these is inconsiderate. Regardless of whether or not the person had a legitimate excuse for being late or absent, a phone call would have been nice! That's too bad. It sounds like you could have had a nice evening! Hopefully full apologies will soon be forthcoming . . .
