Once again, everything you've stated makes perfect sense. However, not to sound overly cynical, much of it also depends on the average person using a little common sense, and being somewhat considerate of others, including animals. My wife has told me horror stories of how some of her 'less-than-savory' neighbors treated her cats years ago, when she was letting them outside. Two were actually shot at ( one eventually died from its wounds ). As a result, none of the cats go outside anymore! It's reached a point where we trust the animals more than we trust the humans . . .
