I suppose that women wearing boots could be to give men signal. As for what signal exactly, I am not sure.

if I don't wear my winter weather boots I will fall over in the snow but of course you aree writing about the high heeled boots that go to the knee and ooze sex appeal...never worn them myself Bill.

Possibly. And, there may be more than one! They might be saying "The snow's too deep!" Or, "I'm ashamed of my ankles." Perhaps they are signaling "I wish I had a horse!" or "Is the fire department hiring?" For me, I see no sexual overtones whatsoever connected to boots . . .
