Runs At Dawn and others do it to let you know that they have commented...
... on you in one of their blogs; by linking to you it means anyone who reads their blogs will also see a link to yours, thus increasing traffic to your blog. By putting the link into a comment on your blog will hopefully mean that people will go to their blog to see what they've said about your blog, thus increasing traffic to their blogs too.
It's a way of sharing the wealth, so to speak
