                Sounds like a pretty intricate conspiracy theory. I don't know a lot about the political or social issues in the Bahama's, but looking at it logically: If the PLP party had hired criminals to boost crime stats and make the current party look bad, would they not also fire that criminal as soon as they took office. This, of course, would make them look like the hero's who stepped in and ended the crime. 
  Since the murder rate seems to be escalating, I assume either (A) the PLP party didn't think this plan through well enough or, (B) they didn't actually hire the criminals, and are now struggling with the same violent issues as their predecessors.
