here in the south it is important for the 2 reasons you gave
water and weeds. hay here is full of weeds, i bought hay one year and had to trash the garden for the weeds, my son laughed and said you need to use wheat straw, they do and have excellent results and their garden looks wonderful.

We don't do that here Sam only for strawberries, but I did read years ago about a woman in USA who never dug but spread hay over her ground and appeared to have exellent results.Looks pretty though. The straw I usually manage to get is more of a grey shade.
