Know what you're going through. I have the same problem with my neighbour whose property joins mine. No doubt your dude's dogs are smarter that he is...it's usually the way. I have no advice - I lost it and wacked the neighbour with a shovel. Not too brilliant. 
Since then he's been keeping his dogs at home....but for how long?

yeah, kill him with politeness. but if someone else here the way he
talks to you....you may have a case to take to the police.

Although it may have been difficult, it was probably better you took the "high road" on this one. It's like something I tell my wife all the time. You may think you're absolutely right and the other person is absolutely wrong, but unfortunately, there are some people out there with extremely short fuses, and you don't want to be the one who finally pushes them "over the edge." That's how we end up with images on the six o'clock news of some nut on a roof somewhere with a sniper's rifle! Better to grit your teeth and "defuse" the situation as quickly and as smoothly as possible!

How very annoying! There's always one in each neighborhood! In my case, the idiot had his idiot dog attack Jag, and I made it plain that I would break his arm and have him charged with assault...
He got the message...
