Generally, to "do unto others as you would have them do unto you" is a good place to start, but people are so different, cultures and cultural beliefs, practices, expectations... are so different that the Golden Rule has limited application. Edward T Hall wrote about this in BEYOND CULTURE.

I suppose it's safe to assume that barbarism and civility may be the two extremes when describing any group of people. Tolerance is one thing, as Naut has pointed out, but I still maintain that simply following the Golden Rule is a very good way to start! It certainly couldn't hurt!

I agree with you and The Mann. It comes down to defining evil. I have defined it in the simplest terms... perhaps the most simplistic: To oppress others with one's own will, to coerce with fear of pain, physical or emotional, to force others to server one's interests despite their own interests.
