they dont want the fines...so what they do is close up shop and move elsewhere and start over or wait for the heat to die down and then start again....they dont care about the animals but the big bucks they can get from doing this

Lovelady, my little 3 year-old Mitch is a cross Maltese and Yorkshire. I love him!
