Unfortunately, this is a very common problem

It occurs both in the legal/social service sector and in medicine all the time. I have been in and out of university hospitals a good chunk of my adult life - I very rarely go five years running without a hospital visit for one reason or another - and there, the problem is horrible. The endocrinologist tells you one thing for your diabetes, the transplant team tells you something else quite contradictory in the belief that your transplant is more important, and bingo! The patient gets lost in the political shuffle. (No, I'm not diabetic - I'm just cleverly disguising the facts of what really happened to a diabetic I knew way back when, in order to protect her privacy.)

Although I'm not homeless, I can relate to what that man is going through because I've seen similar stuff happen to acquaintances of mine.
