Re: I think it's the "do unto others.." credo that motivates
I agree. The end part, "...as you would have others do unto you" is the operative part for me. That makes it self-interest. At heart, by ourselves, we don't tend to be very idealistic about keeping the law. We break the speed limit with no cops around (and blink our lights to warn oncoming drivers of speedtraps). How about when we make insurance claims for auto damage? Does it bother people that falsifying claims raises everyone's premiums? How about when the body shop asks if the estimate is for cash or for the insurance company? Why do we dread IRS audits if we've been filing faltless claims? I think it's fear of getting caught, not honesty, that drives most people.

Suppose I add this last line to the poem:
... and not get locked up for it.

Re:scruffy
I know I am. That's why I think that the way one is expected to act in public can be a , good corrective. Some people, of course, don't give a damn, but they're the write-offs anyway.

Re: depends if our actions hurt someone else I think dear friend.
For me that comes under "acting in public," discovering you're not the only person in the world, the discovery that you are going to have to please someone sometime.. It's the last basic truth that teenagers have to learn. It wouldn't be necessary if you were the only person in the world. I think all morality may flow from that.
