Pakistan only became any sort of "ally"
when the U.S. invaded Afghanistan after 9/11.
Before that, it was not considered -- period -- except in relation to continued conflict with India over this particular area. It has been allied with China for decades now. It also is part of the Muslim world and its people harbor resentment toward the U.S. and the West similar to many Muslims and for the same pretty valid reasons.
Like our NATO "allies" in the Afghanistan incursion, Pakistan was coerced into an "alliance" with promises of certain "goodies".
The "alliance" as a whole is a shaky one anyway, evidenced by France's proposed pull out of the action (and other "allies" considering such). I would suppose that this action by Pakistan should have been expected, and of course has been going on ever since our invasion of Afghanistan.
