Welllllll seems odd. Maybe he has some health issues he does not want to discuss. I would back off a bit until he makes a gesture of doing something not solicited. Maybe?

Since he can't fit your jobs into his schedule you might be better off finding a handyman in your area! It might be a bit more but at least it will get done! sam
