Both time & velocity are relative to some reference,..
each reference in turn being relative to a higher / further reference, ultimately everything being in reference to some heretofore unknown 'eternity', as you correctly point out.
Us earthlings' minds are conditioned to think in terms of the solar system, because it is our system. It is, however, possible by practice of detachment to raise our consciousness to 'eternity' at will, thus changing our perspective of time, even to the point of being able to slow down our biological clock.
None of this violates any of the thus far proven scientific theories that you correctly cite. Science just hasn't reached that level of understanding yet, let alone providing proven scientific theories, but if history is any proof, in time they will.
Thus, in time, the existence and importance of 'time' in our earthly lives will get proven scientifically, and hopefully humanity will be more conscious of spending time wisely in relation to 'time'.

Now this was fun! Velocity, progress, and all.
As for living in the basement, a gloomy dull place with poor light, even if it weren't noticeably slower, it would seem that way in contrast to being on an upper floor with a lovely view of a distant mountain. I know it's only perception, but it feels real.
