Thanks.

I'm kind of embarrassed I wrote all that out.  I'm going through a bit of a funk right now.

There's a lot more to an education than sitting in class

and proving to the professor you know how to sit down shut up and regurgitate what he lectures about. I'd say you learned things in life that most never do. The lack of a certificate only keeps you from getting ordinary jobs.

Zoetrope: All Story is a magazine put out by Francis Ford Coppola. I got a free subscription to its first year of publication maybe ten years ago as a response (I think) for sending in a short story to some New York agent. They put stories by newbies alongside the work of famous writers. Maybe you could try sending something to them.

Also there's a website, Zoetrope -- where you can post your story for feedback from other writers. You read and critique 5 others, the post yours. You get all kinds of writers at all different levels, and sometimes you hear from people who put real thought behind their suggestions. OK. This has gone on long enough.

Write.

You definitely know how to write, and you're good at it. Why not try a writer's course by correspondence in the meantime - write, and write, and write...edit and edit and edit - then start sending it out? Cost is much less, and I have this feeling that you would make it there.
