Truckers...
Flagrantly violate the laws about how long they can drive in the name of making more money. Maybe the new GPS trackers used by the companies to keep track of the trucks will help. I have known many truck drivers, and the song "six days on the road" is pretty true.

Some solutions have nothing to do with the problems
But don't worry. Our various government agencies usually comes up with a better solution after the fact. Sometimes I think our country's motto should be changed from: "In God We Trust" to "Look! The horses have escaped! Close the barn doors!"
