On the other hand...if you use anything other than trying to reason with a

child as a method of control....you can go to jail for abuse.

I would have spent my kids childhood in jail if it was me parenting today!!!!

I heard this report also.

And I also have no problem with the restaurant deciding on this solution.

But the problem is not the age of kids, but the ability of the parent to manage their kids in such a way that they are not a problem for other people.  Children well under the age of 6 can behave in public, I have seen it happen.  My own kids never ever ran around in a restaurant because they got bored and tired of waiting for the grownups to be done.  When they were toddlers, and we went to any restaurant--and we did  not go to the fancy places with them--we picked them up and took them outside if they needed to throw fits.

The fact is, parents of a certain type feel entitled by their joy in their own offspring, to allow their darlings the free run of the world.  Rather than inflict any kind of discipline that might make the babies cry, they inflict their wee savages on the rest of the world and scowl mightily at anyone who suggests that just maybe they are wrong.  And those are the parents and their sympathizers who are going to make a self-righteous howl against this business decision.
