I guess these people get their good ideas from all kinds of places and eras - this one probably from Hitler, ca. 1934, when he introduced the Reichsarbeitsdienst (RAD), the 'Reich Labour Service' in Germany.
It began with volunteers, but it was soon made compulsory, and virtually anyone between 18 and 25 had to serve for a period of 6 months...
