Yes, lots of bullies do that they also hide peoples things on the top of bus stop shelters. The only way people know they are there is if they ride by on a double decker bus.

I have seen an entire row of wire fencing with shoes like that, I never did figure that one out, but shoes on the electric wires is dangerous I would think any way

Yes, isn't it weird? I've occasionally seen it over here in the UK, and assume the shoes are wrenched off some poor, unsuspecting victim, then tossed up there out of reach. And yes, it must take quite an effort to get them there.

Yep, I have seen that, and my hypothesis is that they belong to someone trying to practice a high-wire act, but who got so scared in the process that he fell right out of his shoes, which are still stuck up there...Of course, the body is picked up right away, but the shoes are left up there, as a warning...
