I believe Bill is referring to the practice of counting imaginary sheep as a way of falling to sleep. That can backfire so that an anxious person might be worried about the sheep being herded off a cliff and wanting to stop them or deciding whether they are supposed to count the dead ones or maybe they aren't dead but injured at the base of the cliff and that one was Martha is she going to make it...
