It sounds to me like he probably was offered the job and it is something that Washington today might try.

Personally I do not know why Obama would do that. I mean that from a standpoint of strategy, not necessarily whether it was done or not. If Specter wins because Sestak dropped out of the race, Democrats would have probably stayed home anyway or gone Republican or Independent.
