Re:
I know ours bark when they hear something strange to them but not all the time. I wonder how the direct neighbors handle it, except they must be at work

I would have done that too. There's no reason for that to be happening.

I did that once because the people would put their two dogs out on the deck when they went to work and they had to stay there all day, in the sun, sometimes without water. They barked incessantly. Those people are no longer here.

I did have a neighbor's son complain to me. It kind
of embarrased me and took me off guard. I responded
nicely to him. My dog was barking when I was gone.
So I looked up information on what to do. I decided
to walk the dog more so she would have less energy
and maybe not be bored so much, she would have
something to look foward too.

A continually barking dog is so irritating. I am thankful that in our neighborhood we only get an occasional barking dog. In Mexico we had a dog that barked constantly. I finally walked around the village to see whose dog it was. I thought it was coming from one direction, but the bark was echoing off a wall, so it was actually coming from the opposite direction! I hope the dog barking problem gets resolved for you.

Hm, would I have done the same thing? Depends on the neighbours. If they had been mine (approachable, nice people) I would have knocked on the door and made sympathetic enquiries about the dog's state of health. But if I wasn't on speaking terms with them perhaps I would have made a complaint to the authorities.
