Regardless of a response or not it's always nice to greet people and say hello. Sometimes with me, it depends on my mood, but I'm friendly most of the time. I agree, it's a lost art for sure.

Disconcerting
is the word for that experience. I try to compensate by noticing how out of place their gestures and conversations are. They are like comic movies in themselves, lol.... Sometimes like one-man/woman keystone cops movies and I feel sorry for them that they don't even realize how ridiculous they look and sound. That is when I am not hating them for not paying attention to the actual me who is standing, walking or sitting right in front of those "unfeeling basterds," lol....

I always nod or say hello to people walking by and think they're saying
the same thing to me...like you, I'm often wrong

I think it is fashionable to tell others your business in Public. I do the same thing when I hear HELLO. No-one should be subjected to assault via communication devices!

I like to say hello to strangers.  I tend to get in conversations with people in line.

I always say hello, or good morning to a passer-by but yes…I’ve been caught by the cell phone hello as well.  Hate when that happens.

Red-letter day! Somebody said hello to me this afternoon. Hello, I said, you enjoying the sunshine? The weather's always a safe topic, don't you think?  Total silence and that was the end of the budding conversation! So to cut a long story short, I agree with you. We are turning into self centered zombies -  at least when we are out and about. Have a nice day and I hope you meet up with a least one other person in the mood for a natter.
