Bill, terrific question. No. It is not heredity, unless you refer to the caucasion line of genes that seeks to sub-humanize anyone who looks different from them. No absolutely not. However, the laws -- the curriculum in this case -- which do not take into account this need for "core learning or core knowledge" in the middle years, will continue to hold minorities back. Intelligence trumps environment.

Is this an issue about heredity, in this post as it pertains to intelligence vs. the environment, in this post as it pertains to family mobility
Or, is it about equality in education for both the mobile and neighborhood children
