I'm afraid that you won't like the answer: I am pretty certain that they were dogs. Korean and other Asians people do eat them, that's why the Olympic committee had asked Korea to remove the dish from its many restaurants when the Olympics where there a few years back, as to not offend the Westerners' sensibilities. But I agree, it is a disturbing pic.
