On the one hand we have the titular monarch of the oldest parliamentary democracy existing today; that she also happens to be my queen is beside the point for the moment; on the other we have an absolute monarch, ruling over a country steeped in an equally absolute, pre-medieval and supremacist ideology...
There are several possibilities for your president's strikingly different behaviour in the case of these two monarchs: Either your president acted for the reasons you suggest, that he genuflected before the oil; or he did so because he secretly admires absolute power; or both...
