I'd say understanding and forgiveness must always be in play
but that doesn't mean the man doesn't have to deal with the consequences of his choices. Forgiving is not about ignoring, softening the consequences, or letting someone blow off their responsibility.
Who gets the blame for trusting this man with those children's lives?
