It's not unheard of for people on lunch breaks to go home
for a nooner, especially families with kids. Got to tend to business while the kids are all in school.  Or he may have refused the hunter out of sympathy for the fox, but that would be crazy and might cause the powers that be to question his mental fitness for the job. Or he could just be a heartless ass.
