it's a classic debating technique, akin to putting words into your opponent's mouth and then attacking them...close also to argumentum ad vericundiam; putting up false arguments based on spurious evidence and then attacking them...i enjoyed them in my youth...

Incidentally...
...after that guy told me about his training, I asked him why he told me all this, since I could go to the authorities with the information. He laughed and said to do so...that no one would believe me anyway, so he was completely safe.
