A comment on the early Puritans--in those days, beer was probably safer than water in most cases. Sanitation was almost non-existent.
And a comment of 'underage' drinking at home--my son will be twenty one in six weeks. I let him have a beer at dinner when I have one. If he has more than one, he doesn't leave the house (at lest not with my car or approval). Teaching the practice of moderation is a balance, but not a difficult one, I find. Of course, if my children (both over 18) have friends over, neither they nor the friends get so much as a sip. I don't always agree with the reasoning behind laws, but I like to follow them on principle. I hope my children have picked that up, along with proper drinking habits.

Research has shown...
...that teenage children who are allowed an occasional taste of wine or beer are less likely to become problem drinkers later on than are those teens who are forbidden at all costs to so much as taste it on their fingers.
Even the Puritans of early America allowed their children to drink a little beer, which was a preferred Puritan beverage...a cute little factoid that would blow the minds of present day fundamentalists.
Nevertheless, I don't approve of parents allowing their children to drink more than a sampling.
I personally know of neighbors who actually join in their childrens' partying, which is unacceptable.
As in all things,
balance should be the point of reference, not the extremes of righteousness or irresponsibility.
