Yah, you're probably right. In 318, the Romans in making Christianity the state religion not only succeeded in stopping persecutions, but brought in many non-Christians.

True Christians
I think the addition of the modifier "true" to Christian resulted from the practice of calling people from Christian-dominated Western Europe Christians, regardless of their beliefs or practices.  Those who considered themselves followers of the teachings of Jesus Christ wanted it known that they made more effort than the average, and were therefor "true Christians", and not just nominal Christians.
