Swedish Balls
There is increasing talk about following the British lead, and copying the Swedish model from 1992, in which the treasury bought equity in the banks, on condition that they take the losses on their bad assets first.  Rumor is the treasury is reluctant, because it would drop the value of stock in those banks, costing current stockholders.  My guess is, this would be more effective than McCain's proposal, and cost taxpayers less.  But either one is a form of socialist intervention.
