I'm not a practical joker myself
But I do enjoy watching "Punked" sometimes - and hearing about Senior (High School) pranks, like the kid who listed his school's address and phone number in the Real Estate Classified section of his hometown newspaper. The office got calls by the dozens from people wanting to take a look at the property. Now, THAT's funny. The school administrators thought so, too. (It could have been much worse!)

Some practical jokes can be mean and dangerous,
but others less so. And there have been some famous practical jokers. T.S. Eliot, for example, one of my favourite poets, was fond of placing whoopee cushions on the chairs of unsuspecting visitors to his place...

ohhhh, that poor man
I'd be in a panic too! I enjoy practical jokes in moderation but you're right, they can cause serious upset too. Hopefully with the passage of time the joker will be able to apologize to the jokee (????) and they will be able to mend their relationship.

I find that practical jokes are often just mean.
Then the person claims that they were only joking, but no one is laughing nor finds humor in what was done.
That person needs to apologize to the victim, as there is always a victim.
They put palm tree fur into our blankets and beds at our church camp in Brasil and made us itch like madmen all night until we could go wash in the morning. Not funny. Mean.

and delivered with a bit of finesse, or perhaps some panache... And they do require a bit of thinking-out, and impulse control.
They can be just mean-sprited mischief.
