"Elder" is a title, a rank in the Mormon priesthood, which is divided into two divisions: The Aaronic Priesthood, with three ranks, or levels, Deacon, Teacher, Priest, given to boys at 12, 14, and 16 respectively. Each has specific duties and responsibilities in the church. And the Melchisedek Priesthood, given to worthy men 18 or older, with levels of Elder, Seventy, and High Priest. So, yes, 19 year old boys are called "Elders". All the titles are a bit odd, really. Young women also serve missions, sometimes, though it is not considered a requirement, and they don't go until they are 21. (They're really supposed to get married and start families before then.) The young women on missions are called 'sisters', which is more traditional. My sister was a sister, serving a mission in Japan while I was in Paraguay.

They called themselves "Elders" which really confused me. Which is par for the course with religions and me
