I would go so far as to say a good law would be to show that the
puppies will have homes before they are born, you might say how do you know how many will be born and survive. Well , your vet could help with an estimate and if it is off or the puppies don't survive, then you can always breed again. Or just pass a law that you cannot sell animals, if you want to breed then you have to give them away.

That's a little young to be away from mom.
I won't buy or sell an animal...a relitive maybe. but not an animal.

7 weeks seems young to separate them. I'd probably follow the
humane society guidelines.
