                    My initial reaction is "No"

but you end up with several questions.  (My husband was a topologist but also involved with C* algebras, whatever they are.)
Questions akin to the one about "If a tree falls in the woods and nobody hears it, is there a sound?"  It depends on your precise definition of sound.
How much time?  Does your question allow enough time for a bedsheet to have become rags?  When it becomes rags, is it still a bedsheet?  If so, then the answer is "Yes, a bedsheet can change topologically, over time."  If not, then "No, a sheet is a sheet, for all time."  Have you studied dimensionality yet?
