Cynthia, it may be nasty, but what if we have to play by their rules
in their yard?
We need to cut the oil umbilicus, but we are bleeding as heavily into China, with the additional kicker that we lose our own industrial base through disuse.
But what will the land be like when they cut off the oil again (a'la 1974)?

We "hired" as many clan leaders and warlords as we could, paid for their non-interference and even some of their help (as long as it furthers their clans' individual agendas). I.E., bribes.
A war is also a wonderful oportunity, as is a fire or other cataclysm, to shovel in your hidden losses and debits then write them off. Enron should have let loose a computer virus in their system then burned every office to the ground, and now government contractors can also.
