The scenario you painted with the tracking equipment/receivers around every corner is not as farfetched as some may think. Every "civilized" country is ready to handle this kind of network added onto, not only your telecom companies infrastructure but your power companies grid too. These companies are also primarily there for profit and will have no problem working together on such a layout if they get paid enough. Fortunately it is not that difficult to smother any rf signal to an unintelligible noise, so there will still be those who can and will defy the "system" if this becomes a reality. Where there are clever people designing advanced equipment, the hackers (usually more intelligent) are never far away and sometimes even ahead and by nature not inclined to "join the system". Rebels, with more than just a clue, will always be in our midst. Thank God for that.
