troops having to buy a lot of their own clothes and equipment -- taking so long to get better armored vehicles -- etc.
of course Herr Bush isn't responsible. He's just the Commander in Chief.
of course I don't think Herr Bush is responsible . . . period. There are certain mentally challenged people that are not responsible for their actions.
