Interesting point. I'm from Manila and yes there may be human biases involved. That's why I chose to be involved as a District officer for the past 4 consecutive years so I can make a difference.

Officers are pretty much conservative Republicans or jingoists. They keep awarding winners (in the metro DC area at least) to old timers who repeat the sad, teary tales of events that shocked us 7 years ago, but it is not even working for Rudy Guikiani anymore)! SHALOm and Happy New Year
