It shows that your sister needs you and your advice. She seems to be an impulse buyer. But she has made a lot of preparation herself. You're right about its maintenance. One can't really tell if it's running well. Dad (or a mechanic) would be the best person to know if there are problems with the engine or other major parts. It's best to seek their advice.
