We cannot discuss a specific case, but as described in the Conduct Policy, the definition of "spamming" is "posting numerous and/or unwanted and disruptive items".
As a simple example, if everyone were to start posting the letter "x" or an advertisement instead of content, New Blog Entries would only contain "x", "(ad)", "x", "(ad)", "x", "(ad)", "x", etc. This would disappoint and discourage anyone who wanted to post content such as an article or poem, which would not be fair to those members.
