Sounds like your boss is putting roadblocks in your path instead of
helping you clear the hurdles. He's apparently risen to the upper level of his own incompetence -- a thing called the Peter principle. It used to be taught in business management classes in the 80s & 90s. I don't suppose you could meet with him and explain that you work better without someone perched on your shoulder.
