There is evidence in the UK that CCTV has cut street crime, and the shadow-side of the technology is seen as a price worth paying - though that may because many don't think too hard about that shadow-side.
The terrorist arguement will never work for me. When you can get a nuclear device in a briefcase and a conventional bomb in a car or van, those cams are useless. Same goes for bio-weapons.
The possibility of pulling a portrait out of a massive database and tracking that persons movements over a period of days, weeks or months is one area that concerns me. Another is the zoom! Those cameras are always high up, right? But they can move in to see what you're eating in a restaurant window seat, what you're writing on your PDA, the number you're dialing on your mobile. And you'd NEVER know.
